Subscriptions Policy
Introduction
The Executive Committee decided we needed to try and explain the various elements that get put together and called subscriptions to help parents understand exactly where the money goes. To do this the committee has written this policy which hopefully makes it all clear. If you need anything explaining further then please ask one of the committee.
It is worth mentioning that all the adults, young leaders and helpers in Scouting are totally unpaid volunteers. They receive no financial rewards whatsoever for the work they do. Indeed this is the main reason that a Scout camp with activities may cost £30 whereas a PGL weekend with similar activities will cost over £100.
Where does the money go?
Approximately one third of subs collected by the group is passed to Silchester District, which in turn funds the County Scout Headquarters and UK Scout Headquarters. This amount is known as the Capitation Fee and includes the insurance with which the group is covered. After this our biggest cost is for the venues we use for our weekly meetings and the storage space we rent to for our equipment. Remaining subs are retained by the Group and used to provide badges, activities and equipment.
When running activities and camps we have tried to run them as close as possible to break even. However this has proven to be difficult and has created shortfalls on occasions. We now aim to run camps on a cost plus 20% basis to allow for contingencies and to enable us to have a replacement programme for the camping equipment we use. We feel this is reasonable and will ensure that your children can expect a decent standard of equipment when camping with the Bramley Scout Group.
Membership Subscriptions (Subs)
Membership subscriptions (Subs) must be paid during the first two weeks of term. This ensures that the youngster is recorded as a member of the Scout Association and that the association's insurance cover is valid. Subs are reviewed annually by the Executive Committee of the Group. Any changes will be given in writing to parents/guardians at least 4 weeks before the revised subs are due. If subs are not received within 4 weeks the committee reserve the right to refuse admission of any youngster until the subs are paid. If they remain unpaid for a term membership of the group ceases.
Payment Procedures for Subscriptions
Subs can be paid via online banking, BACS, cheque or standing order. Payments can be made monthly (over 9 months), termly or annually. Please contact the Group Treasurer for details. Our current fees are £25 per member per term (3 terms in the year). Please make an cheque payments payable to Bramley Scout Group and ensure your child's name is written on the reverse.
Payment for more than one youngster may be combined. Please ensure all names are on the reverse of cheques or envelopes.
Concessions
In recognition of the commitment and responsibilities undertaken, all uniformed and warranted leaders are permitted to have one child free in the group without having to pay subscription fees. We hope that this may also act as an inducement for any potential new leaders. Some leaders do not take this option up.
The group may be able to offer financial assistance with subs and other scouting costs if a family is experiencing financial difficulties. Please speak to your section leader, in confidence, if this is relevant to you.
To keep the subs as low as possible, the group urges all members to support fund raising efforts and help with activities. We are always looking for new ideas on fund raising and if you are able to help then please get in touch with any of the leaders or committee.
Gift Aid
We are registered with Customs and Revenue to be able to claim back tax paid on subscriptions and donations. This provides a great boost to our funds and helps keep the subs as low as possible - we can claim up to 25p for every pound received.
